Social Services, food pantries and community closets might have some but not all of the time or not in the right size. You might have to drive to those places evey time you need them.

Medicaid pays for diapers but she needs to be receiving it.
If your Mom is small, the larger toddler diapers may fit.
Hospice and in home care agencies may have diapers. I worked for Visiting Nurses and we got donations of adult diapers from clients families after the client passed. Hospice orders them and they are delivered in a large box.
My health benefits provides an OTC card. (over the counter) I can buy up to $300 a year in OTC items. Incontinence briefs are one of the items I can buy. My DH gets $300 a year too. Wish I had this when I was buying Moms depends. Check and see if LO gets this thru his insurance. Medicare Advantages usually provide this type of thing. Even grocery cards.

Check out some canned goods pantrys as well. I know they often have infant diapers but not certain about incontinent supplies from seniors. If you hear of or see a program do let others know about it. It's how we share and learn here. Good luck.

If you are in the US, check with your local "Area Agency On Aging" office.
I was able to get my Mom signed up to a program where they provided Incontinence products - including diapers, wipes and Chux pads, and even some diaper cream - at no cost to her. They delivered it to our front door. She had a Caseworker and I would just call and place an order as needed.
She was not on Medicaid, just Medicare and she was still able to qualify. As, it was funded by some type of a Grant.

Medicare pays for hospice. Hospice provides underwear as well as many other helpful items. Your LO may not be eligible for hospice but an assessment will let you know if they qualify. I was surprised when my DH aunt qualified.

Most cities have diaper banks which offer free diapers for babies and adults.
Also most of your free food and clothing ministries have adult diapers to give away.
